ANÁLISIS DE LA INVERSIÓN EN INFRAESTRUCTURA PÚBLICA EJECUTADA POR EL MUNICIPIO DE PORTOVIEJO PERIODO 2016 – 2023

La inversión en infraestructura pública es un componente esencial para el desarrollo urbano y social de las ciudades, ya que impacta directamente en la calidad de vida de los ciudadanos y en el crecimiento económico. En este contexto, el objetivo fue evaluar la inversión en infraestructura pública ejecutada por el municipio de Portoviejo periodo 2016 – 2023. El estudio adoptó un enfoque cuantitativo, descriptivo y correlacional, utilizando encuestas y revisión documental para evaluar la gestión de la inversión en infraestructura pública en Portoviejo, analizando las percepciones de autoridades municipales y la comunidad. Los datos fueron procesados con SPSS para identificar patrones y relaciones significativas. Los resultados revelaron percepciones moderadamente positivas sobre la calidad de las obras públicas en Portoviejo, pero señaló deficiencias en la satisfacción con la inversión, transparencia y sostenibilidad. Así mismo, se identificaron diferencias significativas en la percepción según el nivel educativo y el sexo de los habitantes, subrayando la necesidad de fortalecer la transparencia y la equidad en la gestión municipal. Se concluye que la evaluación de la gestión de la inversión pública en Portoviejo ha permitido identificar importantes desafíos en términos de transparencia, eficiencia y sostenibilidad. Además, se ha revelado una variabilidad significativa en la percepción ciudadana, influenciada por el nivel educativo y el sexo de los encuestados, lo que destaca la necesidad de implementar políticas públicas más inclusivas y equitativas.

Abstract
Investment in public infrastructure is an essential component for the urban and social development of cities, as it has a direct impact on the quality of life of citizens and economic growth. In this context, the objective was to evaluate the investment in public infrastructure executed by the municipality of Portoviejo period 2016 - 2023. The study adopted a quantitative, descriptive and correlational approach, using surveys and documentary review to evaluate the management of public infrastructure investment in Portoviejo, analyzing the perceptions of municipal authorities and the community. The data were processed with SPSS to identify significant patterns and relationships. The results revealed moderately positive perceptions about the quality of public works in Portoviejo, but pointed out deficiencies in satisfaction with the investment, transparency and sustainability. Likewise, significant differences in perception were identified according to the educational level and sex of the inhabitants, underscoring the need to strengthen transparency and equity in municipal management. It is concluded that the evaluation of public investment management in Portoviejo has identified important challenges in terms of transparency, efficiency and sustainability. In addition, significant variability in citizen perception has been revealed, influenced by the educational level and gender of respondents, highlighting the need to implement more inclusive and equitable public policies.
