ANALYSIS OF PUBLIC INFRASTRUCTURE INVESTMENT EXECUTED BY THE MUNICIPALITY OF PORTOVIEJO, PERIOD 2016–2023

Investment in public infrastructure is an essential component for the urban and social development of cities, as it has a direct impact on the quality of life of citizens and economic growth. In this context, the objective was to evaluate the investment in public infrastructure executed by the municipality of Portoviejo period 2016 - 2023. The study adopted a quantitative, descriptive and correlational approach, using surveys and documentary review to evaluate the management of public infrastructure investment in Portoviejo, analyzing the perceptions of municipal authorities and the community. The data were processed with SPSS to identify significant patterns and relationships. The results revealed moderately positive perceptions about the quality of public works in Portoviejo, but pointed out deficiencies in satisfaction with the investment, transparency and sustainability. Likewise, significant differences in perception were identified according to the educational level and sex of the inhabitants, underscoring the need to strengthen transparency and equity in municipal management. It is concluded that the evaluation of public investment management in Portoviejo has identified important challenges in terms of transparency, efficiency and sustainability. In addition, significant variability in citizen perception has been revealed, influenced by the educational level and gender of respondents, highlighting the need to implement more inclusive and equitable public policies.
