COLLABORATIVE STRATEGIES FOR LOCAL DEVELOPMENT AND SENIOR MANAGEMENT

Abstract
The integration of collaborative strategies under the most relevant reference model for local development within a complex context, such as the institutional framework and the interdependence of actors, is explored. Strategic collaboration is proposed as the process of articulating public, private, and social actors—referring to shared objectives that broaden this concept to encompass territorial development and high-level management. Therefore, the article is structured, firstly, with an exploration of strategic approaches to collaboration in terms of enhancing the local context and the frameworks for collective action. Secondly, processes such as governance, leadership, and inter-institutional coordination are also analyzed as relevant and necessary pathways for implementing collaborative climate strategies. Finally, management, results evaluation, and the sustainability of the collective action process in the territory are analyzed as key dimensions of collective action. From an academic perspective, this article adopts a systemic view of collaborative strategies as an iterative spiral of planning, coordination, evaluation, and institutional learning geared toward local development.
