GOVERNANCE OF ICT AS A SUPPORT STRATEGY IN HOSPITAL HEALTH CENTERS

The main objective of the research is to interpret the governance of ICTs as a support strategy in hospital health centers, being supported by two specific objectives: to contextualize the basic concepts of institutional governance that contribute to the health service, and to identify the proposal of the governance of ICTs in the health service. The research focuses on the governance of Information and Communication Technologies, better known by the acronym TICS, considering its application as a strategy to improve health care, due to the importance of implementing institutional policies in the Rodriguez Zambrano Hospital in Manta that contribute to the adequate use of the aforementioned technologies in this institution. The research starts from a phenomenological-hermeneutic paradigm, under a qualitative approach, of descriptive type, using as a strategy for the collection of information the theoretical saturation (triangulation and bifurcations), besides the corresponding process of categorization of the findings that emerge, in addition to an action-observation. The results obtained demonstrate the importance of promoting and consolidating a process of Governance for health, thus allowing the actors really specialized in the sector to participate in the construction of public policies designed to improve the health sector.
