STRATEGIC PLANNING: A LOOK AT THE BUDGET EXECUTION OF THE DISTRIBUTION AREA OF THE NATIONAL ELECTRICITY CORPORATION, MANABÍ BUSINESS UNIT

Abstract

Having strategies for planning and executing the budget in the public company is one of the strengths that enables the public service professional to make correct decisions to achieve the established objectives given that it is required to be efficient and effective in management of the budget. The Annual Operating Plan is one of the tools that connects the company's objectives with the resources intended to achieve the goals. These resources are specified in the Annual Contracting Plan where the acquisition of works, goods and services is detailed, with the purpose of promoting and promoting development in the area of scope of the strategic sector, for which it is based on institutional principles. The purpose of this study is to analyze the strategies applicable in the planning and execution of the budget, therefore the concept of the variables strategic planning and budget execution was addressed, the qualitative method was used by applying the survey to know the perception of the social benefit of the investment carried out, the scenarios in which the activity of the electricity sector was developed during the years 2022 and 2023 were analyzed, literature from several authors related to the management of the public company and its impact on economic development was investigated. Finally, it was evident that in a general way, looking at the execution of the budget, considerations are taken that allow for the continuous improvement of the sector, and attention must be strengthened for the population that is in not very populated areas so that the management model covers the all areas equitably.
