Abstract

The city of Manta is strategically located within the province of Manabí, so the economic, social, and productive development that the city has experienced must be accompanied by good management, maintenance, and restoration of the road network. However, it has been established that 60.72% of the city's road system is in fair condition and 19.69% is in poor condition. The objective of the research is to establish a strategic plan for the conservation of the access road to San Juan in the canton of Manta based on the HDM-4 system. The methodological approach is defined as descriptive and applicative, because the research allowed defining solutions or strategies for the conservation of the road. The non-experimental method was applied through field research. The instrument used (HDM-4) made it possible to analyze the different alternatives in the management of road conservation. The procedure consisted of gathering information in situ, reviewing statistics on vehicle counts, diagnosing the condition of the road, and proposing strategies and alternatives for road maintenance. Finally, the execution of the research allowed the improvement of the road conditions at the entrance to the San Juan site, due to the adequate management of the road maintenance by means of the HDM-4 computer tool.
