Abstract

E-government is globally understood as the use of Information and Communication Technologies (ICTs) to improve public management. The adoption of technological tools in tax processes is an essential component for optimizing administrative efficiency, institutional transparency, and citizen participation in the fulfillment of tax obligations. However, limited access to technology, insufficient digital training among taxpayers, and a lack of technological literacy represent restrictive factors for the consolidation of e-government as an effective fiscal policy instrument. In this context, the study aims to analyze e-government as a fiscal policy tool. The methodology applied responds to a mixed approach with a descriptive and bibliographic design, employing data collection techniques such as interviews with the financial director and surveys with 381 participants, including public servants of the Decentralized Autonomous Municipal Government of Jipijapa. The results obtained will allow an assessment of the degree of effectiveness of electronic platforms in tax collection, the reduction of tax evasion, and the consolidation of more efficient, transparent, and sustainable public management.
