BUDGETARY ALLOCATION IN THE INVESTMENT PROJECTS OF THE MACHALILLA PARISH GOVERNMENT

Abstract
This study aimed to analyze the budget allocation for investment projects of the Decentralized Autonomous Government (GAD) of the Machalilla Parish during the 2022-2023 period. A mixed-methods approach was adopted, incorporating both qualitative and quantitative components, and employing a descriptive design that compared budgeted and executed allocations. Inductive, deductive, and analytical methods were used in the research, within a non-experimental design. Data collection was conducted through interviews with GAD Parish officials and surveys administered to 361 parish residents, yielding relevant and reliable data for the analysis. The results revealed a lack of public awareness regarding public budgets for investment projects, highlighting the importance of keeping citizens informed about activities undertaken for the benefit of the community, it was ultimately determined that the resources allocated to the Parish Council are insufficient for the execution of planned investment projects, as existing budgetary resources do not meet actual needs. The limited budgetary availability during the process was identified as a factor hindering the effective implementation of investment projects.
