DOCUMENTARY REVIEW OF COLLABORATIVE GOVERNANCE THEORIES. AN OPPORTUNITY FOR NEW CONSTRUCTS IN PUBLIC MANAGEMENT

Abstract
The main objective of the research is to identify positions on collaborative governance in public management. Specific objectives include: 1. Contextualizing the proposal for collaborative governance in public management; and 2. Conceptualizing collaborative governance from the researcher's perspective. The research was conducted from a theoretical context, using a documentary mapping strategy and triangulating the positions of recognized experts on the topics addressed. The methodology applied is based on the phenomenological-interpretive paradigm, with a qualitative approach, applying the strategy of analyzing the findings based on Strauss and Corbin's Grounded Theory. Among the main findings are: 1. Strengthening of citizen participation; 2. Focus on the design of public policies from the origin of the social problem; 3. Increased transparency and oversight of processes with budgetary and financial implications; and 4. Shared accountability with the social actors involved. The conclusion is a reaffirmation that collaborative governance is an institutional space in which cooperation and coordination between government entities are strengthened.
