LOCAL GOVERNANCE STRATEGIES IN HEALTH. CASE STUDY: DECENTRALIZED MUNICIPAL AUTONOMOUS GOVERNMENT OF THE CHONE CANTON

Abstract
Local health governance is a strategic pillar within decentralized autonomous governments, as they play an increasingly active role in local health care because they are institutions that are closer to the community, which facilitates citizen participation and gives them direct knowledge of the real needs of the local population, allowing them to propose local health policies with a territorialized approach. This article aims to contextualize local health governance strategies in the Municipal Decentralized Autonomous Government (GAD) of the canton of Chone, using a qualitative approach that adopts a phenomenological-interpretive paradigm with a non-experimental design, using a semi-structured interview with two key officials from the GAD Chone as a supporting technique. The results showed that the Chone GAD has implemented participatory strategies that include collaboration with neighborhood leaders and the execution of projects in cooperation with institutions such as the Ministry of Public Health and local and international social organizations. However, substantial limitations were identified in the implementation of the projects. In the case of the Chone GAD, perceptions and experiences show that local governance in health is supported by the department of citizen participation and inter-institutional coordination, neighborhood leaders support the identification of needs, and social organizations support.
