The strategic purpose of the research is: To interpret the strategies of intelligent governance that allow a sustained innovation in the local public administration; having as specific guidelines: 1.- To identify the actors of an ecosystem of intelligent governance for public administration; 2.- To reveal the strategies of intelligent governance that allow a sustained innovation in the local public administration, perceived from the Ecuadorian context. Its methodological design is based on the phenomenological-hermeneutic paradigm, with a qualitative approach, under the documentary research method; it has focused on a triangulation of conceptual data until reaching theoretical saturation, simulating part of the analysis strategies applied by the so-called Grounded Theory at the time of categorizing the findings that arise in the process of assigning descriptors. Among the conclusions that stand out is the importance of the GADs at the moment of being able to lead the creation of an intelligent governance ecosystem as an innovation strategy in their processes, as well as in the formulation of public policies oriented to technological transformation that contribute to the solution of collective problems.
