SMART GOVERNANCE AS A STRATEGY FOR TRANSPARENCY IN LOCAL PUBLIC MANAGEMENT

The main objective of the research is to identify the contributions of intelligent governance as a strategy for transparency in local public management; its methodology is under the phenomenological-hermeneutic paradigm, supporting the qualitative approach with which the research itself has been developed. Among the strategies of information gathering has been that of a documentary research; which, under the ideas of various proposals, a theoretical mapping has been developed, also known as theoretical saturation, on the main epistemological positions that allow the development of a construct on which to develop an academic discussion on the topics addressed. An interesting outcome has been the observation of new innovation approaches, tools and practices to improve public services provided by local public management. Among the main conclusions is the need to promote digital transformation strategies in public institutions at the local level, which can be done by fostering alliances, distributed collaboration, innovation and citizen proposals and intelligent use of exponential technologies to create public value.
