PUBLIC POLICIES FOR EFFICIENT ENERGY MANAGEMENT IN ECUADOR

The main objective of the research is to identify public policies for an efficient energy management in Ecuador, having as methodological orientation the qualitative approach; being in turn, the strategy of the documentary/bibliographic review used for the collection of information and its analysis from a process of constant comparison (theoretical saturation) in which it is possible to build a new concept (inductive) thanks to the contribution of the researcher, based on his criteria and knowledge in the area of study. The National Development Plan 2024-2025 is taken as an initial guide; however, it has a marked weakness in terms of the strategies to follow, being very weak in its formulation, avoiding being really effective for the achievement of the objectives proposed in the same plan, there are vital components for the design of a public policy, and the conceptualizations about them abound in that sense; but, they have a common denominator: The objectivity that must exist in the diagnosis, and its approach to the source of origin of the problem or need. The results show new trends for the design of public policies focused on the situation or need of origin, which can make them much more effective and have a collective impact. Among the main conclusions is the need for substantial investment not only in the current structure, but also the need to modernize the entire sector.
