The study on human talent management in the Decentralized Autonomous Government of Canton 24 de Mayo uses a non-experimental research methodology, with a transversal and descriptive approach. This approach allows observing and analyzing the situation at a specific time, without intervention, facilitating a clear and objective view of the current state. The choice of a descriptive design is essential to detail the characteristics and elements present in human talent management, allowing the identification of practices and policies, as well as the evaluation of their effectiveness and impact on employee performance and satisfaction. Field research was carried out through interviews and surveys directed at administrative staff, obtaining qualitative and quantitative information. The interviews provided an in-depth insight into employee perceptions and experiences, while the surveys offered representative data from a larger sample. The literature review provided theoretical foundations, identifying theories and models related to human talent management and its impact on job performance. A sample of 96 people was selected, applying a statistical formula to ensure representativeness. The analysis and interpretation of the collected data allowed us to identify patterns, trends and possible correlations, offering a comprehensive understanding of the context. The practical recommendations to improve human talent management in the GAD of Canton 24 de Mayo were based on evidence and adapted to the specific needs of the institution, ensuring a significant contribution to academic knowledge and organizational improvement.
