PUBLIC CONTRACTING PROCESSES IN THE DECENTRALIZED AUTONOMOUS GOVERNMENT OF THE JULCUY PARISH

The proposed research was born with the aim of improving the contracting process carried out by the Julcuy Decentralized Autonomous Government of the Parish, with the purpose In this framework, the Decentralized Autonomous Governments (GAD) such as that of the Julcuy parish, have been empowered to carry out public contracting processes for the benefit of their community. The analysis of the Julcuy Parish GAD budget for 2023 reveals a significant focus on investment expenditure (69.13%), followed by current expenditure (16.71%) and the application of financing (14.16%). The efficiency in budget execution has been high, with 94.69% of the budget committed and 70.11% of it already paid. The methodology applied in this study focused on the quantitative perspective, of a descriptive type, where it complements a documentary-bibliographic design. The public procurement processes in the Julcuy Parish GAD are aligned with the legal framework and seek to maximize efficiency in the use of resources. Careful planning and the diversity of contracting modalities allow the GAD to meet its community development objectives, although it is recommended to continue strengthening the control and supervision mechanisms to ensure the quality and effectiveness of the projects executed.
