PUBLIC POLICIES APPLICABLE TO THE PUBLIC PROCUREMENT PROCESS FROM AN OPEN GOVERNMENT PERSPECTIVE. STUDY UNIT: NAPO PROVINCIAL GAD

Thus, the present study aims to identify the public policies applicable to the public procurement process from the perspective of open government in the Provincial GAD of Napo, 2024. The study was conducted within a phenomenological paradigm, with a quantitative-qualitative approach, of a descriptive type, for which the strategy of documentary and bibliographic review was employed, as well as a non-experimental approach; the data collection instruments considered were direct observation, surveys, and interviews. The results highlighted the importance of citizen participation in public management processes, the fundamental aspect of access to transparent, clear public information through the application of technology that enables public management from the perspective of open government in public procurement processes. It is concluded that a proposal for good practice and governance should be implemented from open government bodies, such as the case of developing a specific open government philosophy to achieve the process of transparency in public procurement.
