CITIZEN PARTICIPATION AS A GOVERNANCE STRATEGY IN LOCAL PUBLIC MANAGEMENT

Abstract

The main purpose of the research was to interpret citizen participation as a governance strategy in local public management, having as methodological path a phenomenological and interpretative approach, starting from an inductive method, whose intention was to know the elements that arise - from the level of responsible directionality - of citizen participation from a governance process; Its informants are directly related to the thematic addressed, among which stand out two outstanding researchers in the social sciences, specifically in the topic of citizen participation and governance; they are described in the methodological path. The instruments for the collection of information are direct and participant observation by the researcher, supported by semi-structured interviews applied to both informants. For the analysis of the information collected, the strategies proposed from the Grounded Theory were used, which in the opinion of the researcher facilitated the process of interpretation of the findings that emerged, in which the method of hermeneutic interpretation (Gadamer) was included, resulting in various categories, so that in the end, after the same hermeneutic process, an aspect emerged that gives way to a good praxis: Construction of public value: Focused, consensual and autochthonous public policies.
