DECENTRALIZATION AS A GOVERNMENT STRATEGY FOR THE IMPLEMENTATION OF PUBLIC POLICIES FROM A LOCAL GOVERNANCE PERSPECTIVE

The main objective of the research is to contextualize the strategies of the governments of decentralized administration for the implementation of local public policies in Ecuador; having as specific: 1. To understand decentralization as a facilitating instrument of local public policies in Ecuador, and 2. The research is based on the phenomenological scientific paradigm, basing its method on hermeneutics (interpretative) from the bibliographic discourse, it has a qualitative, non-experimental approach, with a strategy of documentary and bibliographic review. It also incorporates the analysis strategy based on Grounded Theory (Strauss and Corbin, 2002), specifically in the use of axial matrices to make the coding process feasible (open, axial and selective), as well as a data triangulation process that aims at theoretical saturation, resulting in an axial matrix in which the axes and their interpretation are identified through codes (substantive and axial), as well as concepts and categories that emerge (substantive and central explanatory). As part of the final reflection, the importance of decentralization in the process of local governance that facilitates the formulation of public policies focused on the development of the locality itself can be extracted.
