Abstract

The adoption of Geographic Information Systems (GIS) in Ecuadorian decentralized autonomous governments (GADs) remains a multidimensional challenge with limited empirical evidence at the provincial level. This study evaluated the perceived attributes of GIS as a technological innovation in Manabí province municipalities (Ecuador) through Rogers' Diffusion of Innovations Theory. A quantitative, non-experimental, cross-sectional, descriptive-correlational study was conducted on a sample of 114 participants selected through non-probabilistic convenience and snowball sampling across 8 cantons of Manabí. The Moore and Benbasat (1991) instrument was adapted to measure five dimensions: Relative Advantage, Compatibility, Complexity, Observability, and Trialability. Results revealed moderately favorable perceptions in four dimensions, with means between 3.37 and 3.56 out of five, while Complexity was the only dimension below the theoretical midpoint (M = 2.91; SD = 0.86). Spearman correlations evidenced positive and significant associations between Relative Advantage and Compatibility (p = 0.654; p < .01), between Compatibility and Trialability (p = 0.510; p < .01), and between Relative Advantage and Trialability (p = 0.501; p < .01). Complexity operated independently, with no significant correlations with other dimensions. Findings suggest that strengthening institutional compatibility and GIS outcome visibility are key factors for promoting sustained adoption in Manabí GADs.
