ESTUDIO DE LAS FINANZAS PÚBLICAS Y SOSTENIBILIDAD EN LAS INSTITUCIONES DE EDUCACIÓN SUPERIOR

Resumen

Bajo el soporte institucional de las finanzas públicas, se tiene la concepción de que un sistema jerárquico propositivo de instituciones forma, usa, redistribuye y controla los fondos del sector público. Por tanto, es de vital importancia determinar la relación entre las finanzas y la sostenibilidad del sector público. En ese sentido, el objetivo de esta investigación radica en estudiar los principios organizativos y de sostenibilidad de la gestión de las finanzas públicas en las instituciones de educación superior. Para lograr este objetivo, en esta investigación de enfoque mixto se determinarán las condiciones iniciales y el contenido de las finanzas públicas a través de una revisión literaria en la cual se puntualizarán las cuestiones de la esencia, estructura y peculiaridades del funcionamiento de las finanzas públicas en las instituciones de Educación superior del Ecuador, así también como las peculiaridades del contenido de las finanzas públicas y sus componentes para lograr no solo objetivos económicos, sino también objetivos de sostenibilidad por parte del estado. Por otro lado, se revisarán datos estadísticos relacionados con la sostenibilidad y las finanzas en el sector público, para finalmente procesar fuentes primarias y secundarias, generalizando el material presentado y sacando conclusiones.

Abstract

Under the institutional support of public finance, there is a conception that a proactive hierarchical system of institutions forms, uses, redistributes and controls public sector funds. Therefore, it is of vital importance to determine the relationship between finance and the sustainability of the public sector. In this sense, the objective of this research lies in studying the organizational and sustainability principles of public finance management in higher education institutions. To achieve this objective, in this mixed-focus investigation, the initial conditions and content of public finances will be determined through a literary review in which the issues of the essence, structure, and peculiarities of the operation of public finances in Ecuador's higher education institutions, as well as the peculiarities of the content of public finances and its components to achieve not only economic objectives, but also sustainability objectives by the state. On the other hand, statistical data related to sustainability and finances in the public sector will be reviewed, to finally process primary and secondary sources, generalizing the material presented and drawing conclusions.
